TH9s Anti-Three Star war bases are used when you are CERTAIN that you will get at least 2 starred in war. It help prevent an extra star being added, the third star. By putting your TH towards the outside of your base it makes room for the more important buildings in the center, thus strengthening your overall base design due to the fact that you aren’t concentrated on your Town Hall. Here’s one I designed for Town Hall 9:
